I think the information the census gets is how many people are in the U.S.A. If some moved or are sick or stuff like that they update the information every 10 years. Everybody gets a sheet to fill out and if you don't do the sheet they come to your house and ask you the questions that were on the sheet and they decide if they need to build more hospitals if there's more people in the state.
